1.        Call to Order

Meeting called to order by Pres. Chuck Gallmeier at 10a.

2.        Approval of the minutes of the September 18, 2009 meeting.

Minutes approved as recorded by voice at 10:10a. 

3.        President’s Report

3.1  Karl Nelson is now secretary of faculty organization.

3.2  The search committee for a new IUN chancellor  has created a job description and advertisement based on stakeholders meetings.  The next meeting for this committee will happen in November and applications may start arriving then.  Indiana University President McRobbie should receive a list of 3 – 5 finalists, selected by the committee, during the spring semester.

3.3  Faculty Organization committee assignments have been posted on-line.  Please see Dr. Gallmeier regarding any committee assignments that do not meet your interests and needs.  Some of the committees (Budgetary Affairs) will be playing a larger role this year than in past academic years..

3.4  Dean Rominger has requested the creation of student hearing procedures for the campus related to disciplinary procedures for violation of the code of ethics.  Dr. Smith’s Student Affairs committee has been tasked to create these procedures. 

3.5  Dr. Coffin has asked about problems in students receiving financial aid.  Dr. Tuncay has been asked to investigate the problem(s) so that this type of problem can be avoided in the future.

3.6  The Constitutional Review committee, chaired by Dr. Schoon, has reported that the constitution has very little to say about administrators serving on committees.  It appears that all committee assignments currently comply with the Faculty Organization Constitution and State Law.  The committee wishes to revisit this issue and make recommendations about who can serve.

3.7  Dr. O’Dell has indicated that there may be no rule against giving finals/exams during the last week of classes.  Dr. Evans and the Academic Affairs committee will explore further to determine if this rule exists on the IUN campus.  .

3.8  University Faculty Council has requested a review of tenure procedures.  They wish to know how IUN will match our guidelines with the Faculty Council guidelines.  Drs. Barr and Bodmer will examine the documents and make suggestions for matching these up.  The alignment needs to be finished by April.

3.9  Please complete the Learning Partners survey, if you have not already done so.

4.        Chancellor’s Report

4.1.  The severe weather closing policy will change.  We will cancel classes, in some situations, without closing the institution.  Staff will still need to come to campus in these situations.  Thus, we can now choose to either close the campus, or simply cancel classes. 

4.2.  The Law Enforcement Academy plans to move from Savannah.  They may move to Lindenwood Hall, Sycamore Hall, or leave the campus entirely for offices in Portage.

4.3.  Leases will be signed by November for the Medical Center across Broadway.  The building will undergo some remodeling.  It appears that some of the future residents will include a larger law enforcement presence.

4.4.  Performing arts plans to sign new leases for space off campus and move to Village Mall, if all goes well, by January. 

4.5.  The university has selected architects selected for Tamarack Hall replacement.  The state finance committee has not released the funds for building the new building.  They want to know where IUN will put the new building, given the past flooding, before releasing the money.  The architects need the money to start the study of where to build the building.  A number of alternatives have been considered for placement of the buildings, but nothing is considered final at this point in time.

4.6.  The town hall meeting notes and information could prove useful in understanding upcoming organizational changes.  Marketing and communication will merge and will have an executive director for external relations.  This position will replace two vice-chancellor positions.  The Office of Affirmative Action will separate from the Office of Diversity and Equity.    Ken Coopwood will have increased responsibility for diversity-related programming.

5.        Vice Chancellors' Reports

Dr. Malik, Executive Vice Chancellor for Academic Affairs:

5.1  The Registrars office will become part of the academic affairs unit.

5.2  We are hiring 12 new faculty this year, in spite of the economic downturn.  New faculty may have lower teaching loads and additional money for travel and/or moving expenses.

5.3  This summer, with Dr. Coopwood, the faculty hiring process was reviewed.  The hiring process now has only 3 steps and approval should go on-line shortly.  This should speed hiring decisions and approvals. 

5.4  This year has seen several new degrees at IUN: BA in Anthropology, MA in Educational Leadership, and the Masters of Liberal Studies.  Every unit on campus now has graduate degrees.  The AA degrees will gradually disappear, except for Radiology and Health Information Technology.  Most COAS AA degrees will become hardship degrees, rather than completely disappearing from campus.  Students will not be admitted directly to the AA programs, but they may take the AA and leave in cases of serious disruptions in their lives.  However, this can represent no more than 2% of all degrees awarded.  The Dental Hygiene AA will shift to Ivy Tech when Ivy Tech’s program has a passing rate similar to IUN (95% passing rate).  As a campus, we will provide BA/BS and graduate degrees, rather than 2-year degrees.  Currently proposed programs include a certificate in Urban Studies, MS in Drug and Alcohol Counseling, and BA in Social Work. 

5.5  IUN submitted six million dollars in proposals for stimulus money over the past year.  The previous year, IUN submitted 3.5 million dollars worth of grants.  All the other regional campuses had much smaller proposal totals. 

5.6  The IUN retention rates are now the highest of all the regional campuses in the IU system.

5.7  IUN plans several opportunities for new faculty development options: Student Success Fellows (more will be announced at the October 23rd convocation), additional funds for Curriculum Development, and money to match external proposals. 

5.8  RCM is moving along slowly.  The start date for RCM is not yet set.  Schools will now need to pay for faculty hiring expenses.  Additional funding to the academic units should help.  Planning and Budgetary Affairs committee members will need to start assessing proposals for how to spend money. 

5.9  We will try to give faculty more access to  buildings.  This currently includes plans to install better options for after hours building access and recently extended hours for the library and Red Hawk Café. 

5.10 The information commons is now available to students and access hours should increase over time.

5.11  The campus emergency plan will have several options for campus closings:

            1.  Cancel Classes

            2.  Close offices

            3.  Completely shut down the campus

5.12  The FACET associate faculty conference will happen this weekend.  Dr. Gallmeier will make the first Hass-Birky lecture presentation.

5.13  Questions

1.  Will the Bulletin continue to list AA programs?

 No, they will be removed.

2.  Will the dental hygiene program start to offer a BA/BS degree?


3.      How do we cope with student losses as we drop AA degrees?

As programs go from AA to BA/BS, we temporarily lose students.  But, we usually see an increase in students over time as programs become more rigorous.  As we make the program more demanding and selective, that improves public perception of the school and the enrollment increases.  Most regional Indiana campuses are recovering student numbers within a couple of years of dropping AA degrees.

4.      A lively debate ensued regarding the impact of dropping the Dental Education AA degree.

The commission has decided that the relationships in existence do not support keeping these AA programs.  The arguments (e.g., marker for progress and investments already made) did not yield an agreement to maintain most of the AA programs.  The commission sees Ivy Tech as a cheaper way to go through education and could not justify the cost for most of the AA degrees.   Ivy Tech is not doing all AA degrees and cannot do so.  It may turn out that Ivy Teach cannot offer this AA degree because of the cost of starting such a program.

5.  Labor studies currently offers an AA degree, and Ivy Tech has nothing similar.  Will this degree disappear? 

No, the degree comes from a multi-campus organization. 

6.  Will the degree at Ivy Tech actually prepare students for IUN work?  Also, many credits at Ivy Tech do allow people to easily transfer to IUN; how will this be addressed?

                        A new articulation agreement means that all credits will transfer between public post-secondary campuses.  The commission on higher education will track performance data across campuses to see if performance at IUN parallels performance at Ivy Tech.  This may help address the first concern. 

                7.  Ruth Needleman indicated that many steel workers are dislocated and are looking for something to reposition them in the labor market.  IUN must act as a regional campus while making changes so that it can more effectively work with workers in this area of the state.  What can we do to help people in this situation?

IUN can create certificates (especially with less than 30 credits) to help address community needs

8.  Can we add weather-related closing information to on-line locations often consulted by students in the area (e.g.,

6.        IT Tech Tips –  Jackie Coven

6.1  The Faculty Organization web-page now has IT tips links from past presentations.

6.2  This month’s tech tip, Jackie Coven, addressed VPN access from home (  This allows people to access network files from home.  Please see links and on-line video for additional information.     

6.3  Malware has impacted the following tech classrooms through the instructors’ stations: Dunes 2080, RH 102, HH 410, HH 203.  Any software installed by instructors has been removed from these rooms.  Instructors will need to contact IT services to install software into technology classrooms.  If you used a thumb drive in any of these rooms, have it scanned by IT.  Any student who has plugged into these stations should also have the flash drive examined.  Symantec failed to catch the problem so running your own anti-viral software may not catch the virus.  AVIRA may provide better virus protection and has a free version (

6.4  Tuesday, IT will have vendors in the Savannah Center.

7.        Old Business

7.1  Dr. DeLunas on accreditation: the AQUIP portfolio will go in before November 1st.  Please respond quickly to AQUIP-related inquires.  Action projects and reviews are now finished. 

8.        New Business

      8.1  We need more handicapped parking to prevent handicapped faculty from needing to wait for spots.  Also, faculty need more parking.  The parking committee is trying to work on this.  Joe Pellicciotti is studying these problems. 

Additionally, handicapped individuals need parking very close to the building(s) that they need to access.  This could be partially addressed by placing handicapped parking on the end of rows for people in wheel chairs.
