I.   Why is the certificate needed? (Rationale)

 

The proposal is directly related to Northwest's participation in the Small Communities Outreach Project for Environmental Issues (SCOPe) (with the National Association of Schools of Public Affairs and Administration under a cooperative agreement with the U. S . EPA). The School of Public &; Environmental Affairs at Indiana University Northwest was one of four universities selected nationally to receive SCOPe funding. As part of the study, Northwest engaged Northwest Indiana elected officials and staff of local governments as well as local businesses in discussions regarding environmental issues. From the outreach and additional discussions with stakeholders it is evident that a large pool of individuals exists in Northwest Indiana who are currently employed in environmental work in industry nonprofit organizations, and the public sector and many of them have technical backgrounds. However7 many are seeking and need insight and formal education on economic, policy and legal issues related to the critical environmental issues they are addressing in their work environments in Northwest Indiana. The certificate provides them with background in all three areas and is expected to also stimulate many of them to pursue a Master of Public Affairs degree.

 

II.  List the major topics or curriculum of the certificate.

 

Five courses (15 credit hours)

 

Required Courses (9 credit hours)

V5 17, Public Management Economics (3 credit hours)

V520, Environmental Policy (3 credit hours)

V645, Environmental Law (3 credit hours)

 

Electives (6 credit hours)

Two additional SPEA graduate courses are selected with the approval of the student's advisor. Among possible additional courses are:

 

E549, Environmental Planning (3 credit hours)

V55O, Topics in Public Affairs: Environmental Crime (3 credit hours)*

 V571, State and Local Environmental Management (3 credit hours)

 

*The V550 Special Topics course will be used temporarily for a timely implementation of the certificate pending the approval of a new course.

 

 

III. List the major student outcomes (or set of performance based standards) for the proposed certificate.

 

The certificate should lead to an understanding of environmental law, policy and economic issues as they relate to the critical environmental issues faced in Northwest Indiana.

 

IV. Explain how student outcomes will be assessed (course-embedded assessments, graduate follow-up, employer survey, standardized tests, etc.).

 

Students will be assessed through course-embedded assessment, graduate follow-up surveys, and employer surveys

 

V. Describe the student population to be served.

 

The program is flexible enough to adapt to the needs of pre-career or inservice persons and to individuals with varying degrees of experience. However, it is anticipated that the Certificate in Environmental Affairs will attract largely a nontraditional, in-service individual. In particular, it will attract individuals currently employed in industry, non-profit organizations, and the public sector in environmentally related positions who have technical backgrounds but lack insight and formal education on economic, policy and legal issues related to the critical environmental issues they are addressing.

 

VI. How does this certificate complement the campus or school mission?

 

The campus and the Indiana University School of Public & Environmental Affairs seek to meet the educational needs in Northwest Indiana through quality graduate programs. The particular program addresses a need currently not met by another institution in the area and meets the goal of enhancing the knowledge and experience that can be used by professionals in this area.

 

VII. Describe any relationship to existing programs within Indiana University.

 

The certificate will be housed in the School of Public & Environmental Affairs division on the Indiana University Northwest campus. The division currently offers the range of courses that meet the certificate requirements as part of its Master of Public Affairs program. Therefore, the certificate will complement the offerings of the School of Public dE Environmental Affairs on the Indiana University Northwest campus

 

VIII. List and indicate the resources required to implement the proposed program. Indicate sources, e.g., reallocations, or any new resources such as personnel, library holdings, equipment, etc.)

 

The three required courses are offered on a regular basis at Indiana University Northwest. More than a sufficient number of appropriate elective courses are regularly offered. Therefore, the program ^;vill be offered within the framework of the campus' current program and fimdillg.

IX. Describe any innovative features of the program (e.g., involvement with local or regional agencies, offices, etc., cooperative efforts with other institutions, etc.).

 

The certificate proposal developed out of initial discussions with Northwest Indiana elected officials and staff of local governments as well as local businesses. The certificate will serve those entities. We will share our experiences with the entities and improve our program and ties to them.
