Charles J. Walker, Sr. served as Gary's Building Commissioner, and later as City Traffic Engineer in the 1940s. The collection comprises a series of photographs taken during city traffic surveys. These images not only depict traffic scenes, but also include many views of Gary's downtown area, commercial districts, and residential neighborhoods in the mid-1930s and again the mid-1940's. Also, the collection contains a scrapbook and WPA project proposal providing data on traffic flow, roads, and safety.
