FACULTY ORGANIZATION MINUTES

1.        Call to Order

Dr. Gallmeier, Faculty Organization president, called the meeting to order at 10a.

 

 2.       Approval of the minutes of the November 20, 2009 meeting.

Minutes approved by unanimous voice vote.

 

3.       President’s Report

            Dr. Wyzinski needs tenured faculty members to serve on the Faculty Board of Review.  The Faculty Organization Constitution calls for a new board in place by Feb. 1st.  The currrent aim is to have it up and running my mid-February.  Dr. Gallmeier requested 8 nominees for the 5-member board. 

The Chancellor search continues.  Dr. Gallmeier asked Search Committee to maintain confidentiality of the committee processes.  The early vetting stage for candidates is finished and a number of outstanding candidates have applied.  Their abilities match the requests of the Faculty Organization and campus.  Campus visits, for 3 -5 candidates, will start shortly.  By March, President McRobbie needs to have a list of potential names.  All faculty members are asked to participate in the interviews and ask questions of the candidates when they visit campus.  E-mails for interview dates, times, and schedules will be sent to all faculty members.  The committee is looking for someone with a strong academic background who has worked at an urban institution. 

The Student Affairs committee is still working on student hearing procedures for the campus.  The committee expects to deliver a report by the end of the semester. 

The Scholarship and Financial aid committee has indicated that the difficulties in financial aid are associated with when students apply for the aid.  Barnes and Noble will not currently accept book vouchers, which could have alleviate some of the problems associated with late aid applications.  The book store has asked IUN to set aside 20K so that students can purchase books and start classes before the

The Academic Affairs Committee is still trying to see if there are any rule about finals during the last week of classes.

The Constitutional Affairs Committee has not met yet.

The Faculty Affairs Committee has been asked to work on the goldenrod and P&T guidelines.  Dr. Malik has asked the committee to find ways for faculty to become more involved in reappointment procedures for tenure-track faculty and lecturers.  Committee work in these areas is expected to come to the Faculty Organization in March or April.

Homecoming is Feb. 6th.  There will be two basketball games on Saturday.  Please attend the games and enjoy the festivities.

 

4.       Chancellor’s Report

The budget group met and IUN will implement RCM with the upcoming budget cycle.  The budget hearings will be scheduled shortly. 

Chancellor Bergland asked for guidance on a money-related issue.  Specifically, he feels uncertain about how to proceed with any salary increases (if any receive approval this year).  The chancellor thinks that we will have some type of salary increases this year.  IUN has a salary equity process on campus where one year of three year process has been implemented.  The chancellor plans, unless he receives suggestions to the contrary, to first fund the equity increases if IUN receives permission to increase salaries.  Implementing the salary equity will reduce the amount available for general increases.  Unless he hears otherwise from the Faculty Organization, he will proceed with this plan.  In answer to an inquiry, RCM will not play any role in determining salary increases.

 

       5.       Vice Chancellor’s Report

None from VCAA

Joe Pelliciotti indicated that all employees would shortly receive an e-mail message about the new building lock system.  This will require a new security card ID for accessing the buildings. 

The IU notify system continues to serve as a way to notify campus members of an emergency.  Please check that your information is up to date.  The system usually works well, but if the only information comes via the IU Office phone number, the number of phone lines on campus will slow down the notification process.  Group-page, which represents a different notification options, allows the police department to broadcast emergency announcements by taking over the phone lines in individual, or all, buildings. 

Some of the buildings, such as Marram Hall, will allow access to only part of the building.  The campus will need additional key card locksets for various building to allow people to enter more than the atrium. 

Based on the new access plans, all faculty will have access to all buildings.  This will reduce the after-hours demands on the campus Police Department.

The new system will become operational once employees have the opportunity to obtain new ID cards, most likely this will occur within the next 2 – 4 weeks.  

All buildings, once the system goes online, should have access through at least one door.

 

       6.       Red Cross, IU Northwest, and Haiti – Gordon T. Johnson, Chief Executive Officer American Red Cross of Northwest Indiana and Jessica Flores, President, IU Northwest Student Government

Mr. Johnson, based on an invitation from Dr. Debbie Thomas, came to present on the Red Cross response in Haiti.   The question has arisen of how to engage students in the disaster relief response for Haiti.   The situation in Haiti is dire.  Port-au-Prince has been destroyed previously, 1770, as a result of earthquakes so this remains an ongoing concern.

The local Red Cross chapter served 3 counties.  Each nation has one Red Cross.  The Haitian Red Cross responded first to the disaster.  The Dominican Republic also responded to provide help, as did the Dominican Red Cross.  The American Red Cross was already on the ground to help in HIV prevention before the earthquake happened.

The various Red Cross and Red Crescent agencies combined to help in Haiti and provide help as quickly as possible. 

Haiti’s infrastructure was substantially destroyed during the earthquake.  People there still need survival basics to keep people alive.  At this point, the entire nation will need to be rebuilt.  The damaged infrastructure is currently hampering distribution of supplies. 

The infrastructure that was not damaged was largely overwhelmed by the disaster response. 

Many people in the rural areas have not yet received any aid. 

The Red Cross cannot accept donations of many items and it is usually cheaper to purchase supplies locally and this also helps restore the local economy.  Therefore, please donate cash.

The American Red Cross asks that we, IUN and the local Red Cross chapter, create a long-term relationship.  In the short term, please donate money.  In the long-term please create a relationship that includes donating blood, education, and volunteering.

Almost all of the money, 91%, donated goes to direct relief.  The remaining money goes to transporting the resources to Haiti.  Please make donations online using credit cards, text Haiti to 90999 to make a $10 donation, or give a check directly. 

Blood donations for Haiti are coordinated by the American Red Cross.  This is coming from the Southern Blood District.  The Red Cross, at this time, desperately needs eligible donors with type O negative blood.

 

Jessica Flores, Student Government President, is looking for ways to raise funds for Haiti.  One possibility is to collect money during homecoming or via on-line submissions.  Students should receive weekly e-mails about how to help and where to donate.  Faculty, please give any suggestions that you have about ways to help.  The Student Government will work to maintain a record of how much is donated.  If all organizations raise money and send it to Student Government, then the Student Government will make donations at the end of each week.

 

Bob Scott, the local United Way Worldwide representative, indicated that his group is also responding to the crisis in Haiti.  It will focus on the long-term needs of Haiti in terms of education, economic development, and health.  He suggested doing your early donations though the Red Cross and then, subsequently, focusing on donations through United Way Worldwide.

 

7.       Distance Education – Tom Swirski, Interim Director of Continuing Studies

Dr. Swirski is the interim director of continuing studies.  Continuing studies is working to develop a better distance education program for IUN.  Please contact him about developing on-line courses, obtaining on-line course development grants, or information on the overall plan.  The goal is to have at lest 30 general education classes available on-line.  The department, in the first round of course development, received proposals for four business school and one SPEA course.  The two courses that are currently in development are Marking 200 and Finance 301. 

The goals for course development were originally for lower division courses that would serve students across multiple areas of study.  However, these courses were selected based on the proposals.  Course development grants provide $4,000.  The next round will focus on developing four additional courses for Spring 2011.  The additional courses should focus on additional general education courses.

Over time, the campus should focus on additional campus offering.  For the first 5 semesters, the money from online courses goes to continuing studies to fund additional course development.  After that point, the revenue goes to the involved departments.

We should try to focus on courses that are not major specific, but any course that fulfills distribution credits might also fulfill the literal requirements of grants. 

We should focus, in the future, on lower level general education courses that can help students across multiple majors. 

The on-line courses are not currently coordinated across campuses, although many campuses have such courses now.  There are currently attempts, though multiple campuses, to create a full, four-year, on-line degree.

The strategic plan calls for ongoing assessment of the courses.  The assessment mechanism, however, is not yet in place. 

The Distance Education Advisory Board will ensure that the course content is kept in line with that available in classrooms.

Over time, IUN may want to move toward hybrid or on-line hybrid courses. 

The current goal of the online courses are to offer students more choices and to bring more students into the campus community.

Based on worries about student performance in online courses, it was suggested that IUN should consider offering a course about how students can take online courses and succeed.

 

       8.       Carbon Footprint of the IU Northwest Campus – Professors Julie Peller, Erin Argyilan, and Peter Avis

A multi-disciplinary class examined carbon-dioxide production on campus and the IUN carbon footprint.  By modifying behaviors, it is possible to decrease the IUN impact on global climate change. 

The American College and University Presidents’ Climate Commitment is an organization working to reduce the impact of Universities on climate change.  It asks universities to measure climate impact and find ways to reduce the overall carbon footprint.  No other campuses, in our region, currently participate as members in this organization.  IUN should become a member of this organization, and focus on making small changes in individual behaviors and campus operations, in order to improve the environment. 

In order to join the organizations, everyone on the campus must be involved.  A first step would be the creation of a Faculty Organization Green Committee to start identifying changes that people can make. 

Many people already have ideas about how to make some changes.  The need, now, is to bring these ideas together on campus.  Ideas from faculty, staff, and students should be implemented.  This could also improve the overall campus community cohesion.

If we create a faculty organization Green Committee, we should also ask members of other groups to join the committee.  Faculty Organization members suggested that Chancellor Bergland should find someone to merge efforts from people working in multiple capacities on campus.  Currently, IUN has no way to prioritize changes, give credit for changes, or acknowledge the impact of current changes on IUNs carbon footprint.  If the Faculty Organization creates a Green Committee, it would report to Dr. Gallmeier, or the serving President of the Faculty Organization. 

The Chancellor supports the movement for Greening the Campus.  The Budget Group solicited a proposal from a civil engineer about next steps in such work and how best to proceed.  Chancellor Bergland suggests creating a position of sustainability coordinator to have ultimate responsibility for all related efforts.  He also endorsed thee idea of a community-wide, integrated group to help with coordinating efforts on campus.  If we take some initial steps to reduce the carbon footprint, IUN could save more money than it takes to put a new director in place. 

The issue of how to create a new committee should go through the Executive Committee and through the next Faculty Organization meeting.   Dr. Gordon indicated that we also need a central point to aggregate all of the sustainable work/ideas generated by everyone on campus.

Dr. Ige asked about turning off computer equipment every night as a step toward Greening the campus. IT indicated that this has energy benefits, but may cause some computer operating difficulties.

 

       9.       IT Tech Tips – Jackie Coven

Jackie Coven presented on IU Secure.  IT is working toward campus-wide wireless access.  The older wireless access protocols will disappear in the near future.  The old, unsecure network will be gone by Feb. 1st

IU Secure is a new, secure way (encrypted) to connect to the IUN wireless network.   MAC Address Registration will not be required on the IUN campus.

To connect to the new system, please consider using the Install Wizard.  This is a utility available from iuware.iu.edu.  Go to the Networking link.  Choose the IU Secure Configuration based on the type of software running on your computer.  Download the program and install it on your computer. 

After installing, please take a look at the wireless instructions.  This includes how to modify computer functioning for ease of linkage. 

On campus, the domain name for logging in is always ADS.  When doing the setup, consider using the Public Location Option since this will give the greatest level of computer security. 

When using IU Secure, it will require logging into the system each time.

New week, IT will present a broadcast from Bloomington on data privacy in HH 230 and 105.

Please consider signing up for IT classes over the course of the semester.

Adobe CS5 will not necessarily be able to run everything in the current Adobe Production suite.  Please keep this in mind if you current use Adobe.

One member asked why don’t we have Apple workshops on campus?  Historically the systems were so similar that no one worried about separate classes.  Although the systems are now somewhat different, Bloomington does not have separate individuals to teach in each area.  Linda.com does have on-line Apple/Mac training and IUN has free access, currently, to these training programs. 

 

      10.   Old Business

We have continued worries about parking.  Faculty are loosing an increasing number of spots.  Can we increase the cost of tickets for people parking in faculty parking slots?

Chancellor Berglund indicated that a parking study has been done and IUN needs to figure out which recommendations to implement and how.  The parking study recommended that all faculty parking be put on East side of lot 2 in order to decrease problems of students parking in faculty spots (although this change sounds unlikely).  No final decisions have been made about how to balance student and faculty parking needs.  The increase in enrollment has created worries about how to create more parking places.  As one step, IUN will tear down the dry cleaning business on the other side of Broadway and put in more parking spots. 

The long-term solution is building a parking garage.  However, that will take substantial amounts of money. 

One member indicated that it is not currently to safely Broadway between the two stop-lights.  Chancellor, how can we address this?   Dr. Bergland indicated that IUN representatives have spoken with the Indiana Department of Transportation.  The Department of Transportation and IUN have limited options to improve safety but both groups will work together to help improve the system.

Dr. Balay indicated that parking services is reporting problems with handicapped parking.  We need more slots for students who qualify for such parking spots.

One member asked if it would be possible to create an “island” in the middle of Broadway?  Dr. Bergland responded that the Department of Transportation is doing away with islands because ice on the islands creates more safety problems during the winter. 

Dr. Barr asked what options are we considering for crossing Broadway safely?  Could we put up a stop light or an overpass between the two lights that current exist.  Dr. Bergland responded that the state is refusing to put in a stoplight so close to the other two stoplights. 

Can we plow the snow to remove it from faculty spots and remove the electrical trucks as one step to increasing faculty parking?  Dr. Bergland responded that this would be done.

 

11.   New Business

Dr. Caucci asked Chancellor Bergland, could we please have a full list of enrollment information sent out to everyone?  Dr. Bergland responded that he would see to this.
