Be it resolved that in the new Constitution:
1. Faculty privileges to attend Senate meetings, and to vote for Senators and Senate offices, shall be extended to all voting faculty including administrators holding faculty rank.
2. Faculty privileges to hold Senate offices shall be extended to all voting faculty except administrators holding faculty rank.
3. Representation in the Faculty Senate be extended to the all academic units and
the Library. Administrators holding faculty rank shall vote and be counted in the Divisions in which they are tenured.
4. Four Senators in the Faculty Senate be elected at large.
5. Senators in the Faculty Senate shall be determined based on the number of faculty in each academic unit; provided that each division is guaranteed one Senator.
6. Representation in the Faculty Senate be based on one representative for each six faculty; provided that a remainder of more than three faculty will net one more representative and that each division is guaranteed one Senator.
7. The term of office for Faculty Senators and Senate Officers be two years.
8. Elected officers of the Faculty Senate shall include, a President, a Vice-President, a Secretary, and the Representative to the University Faculty Council.
9. The term of office of Senators shall be staggered; one-half the Senators shall be elected in one year and the other half in the next year.
10. Members of the Executive Committee shall include the President, the Vice President, the Secretary, the four Senators elected at large, and the immediate past President and past Secretary of the Faculty Organization and/or Senate.
11. Chairpersons of all standing committees are responsible for keeping a file of committee minutes and correspondence and delivering copies of these to the Central Repository. Committee chairpersons shall be required to compile a year-end report that includes a description of the work carried out by the committee and an assessment of how they carried out their work.
12. The Library be designated as the Central Repository to archive Faculty Senate records.
13. Faculty Senate meetings be open to all faculty, students, and staff of Indiana University.
14. An agenda of the Senate meetings be published on campus and that items discussed and voted on be limited to those items on said agenda.
15. The President of the Faculty Senate may call an special meeting with forty-eight hour notice.
16. The President of the Faculty Senate may call a special meeting of the Executive Committee with two hours notice to the members.
17. Quorum at regular and special Faculty Senate meetings shall be set at fifty-one percent of the Faculty Senators.
18. The quorum at regular meetings of the Executive Committee shall be set at five members; provided that two of the Senators elected at large are included in the quorum. The quorum for a special meeting of the Executive Committee shall be set at seven members.
19. The Agenda Committee shall be eliminated and the power to create the meeting agendas shall be transferred to the Executive Committee.
20. The Faculty Senate and the Executive Committee shall move into executive session when matters are to be discussed that are confidential because they pertain to the conditions or nature of employment of named individuals. All voting shall be conducted in the public session.
21. The President of the Faculty Senate or the Chancellor may call Faculty assemblies where to discuss issues with the faculty. No voting shall take place at an assembly.
22. The Constitution can be amended if two-thirds of those faculty voting by mail ballot vote in favor of the amendment.
23. The adoption of the new Constitution revokes all other Constitutions.
24. The Constitution will be adopted if two-thirds of those faculty voting by mail ballot vote in favor of the Constitution.
